This uses a 12V source for the fan, a breadboard containing an NTE 263 NPN transistor, a 1KR resistor, an Arduino Uno R3, a 9V battery for the Arduino, an LCD connected to the Arduino, a 12V fan i snarfed from an old PC, and a portable wind meter.
